Colonel L. Fletcher Prouty is one of those military men who refused to go along with the program of hiding malfefactions committed by the government of the country he loves.  In a book that he had considerable difficulty in getting published, Prouty writes of the horrors of five Presidents of the United States––from Truman, Eisenhower, Kennedy, Johnson to Nixon.  He writes, “we must end the philosophy of Defense.  The alternative is not simply Offense, either.  The real alternative is the requirement for a sensible strategic concept to meet America’s needs, not to conquer imagined and suspected Communists threats.  Prouty’s assessment of the CIA makes it undeniable that that agency knows of, and is part of the planning, for underground cities and bases.  Prouty died in 2001, but his well-researched book still lives.
